set the XIT

Parameters:
rig The rig handle
vfo The target VFO
xit The XIT offset to adjust to
Sets the current XIT offset. A value of 0 for xit disables XIT.

Returns:
RIG_OK if the operation has been sucessful, otherwise a negative value if an error occured (in which case, cause is set appropriately).
