set the split modes

Parameters:
rig The rig handle
vfo The target VFO
tx_mode The transmit split mode to set to
tx_width The transmit split width to set to
Sets the split(TX) mode.

Returns:
RIG_OK if the operation has been sucessful, otherwise a negative value if an error occured (in which case, cause is set appropriately).
